Abstinence a viable alternative to abortion?

Now I've heard it all. I'm watching the final Presidential Debate, broadcast live over the web, and I just heard President Bush praise John Kerry's wife for being involved with an abstinence program. He said that there should be more support for programs that offer a viable alternative to abortion.

President Bush, I could be wrong here, but I'm pretty sure that by the time you're contemplating abortion, you've already rounded the corner on abstinence.
